"I want to understand things on a higher level and know there is so much more to an action than what is perceived"

I want to understand things on a higher level and know there is so much more to an action than what is perceived. 
If we are here to experience, I am trying to understand why the experience of murderer and victim would be desired on a higher level? 
I have found myself questioning my experience in wanting to help solve cold cases, find the murderer, and help law enforcement and the family have some small sense of closure or questions answered. Is it so the truth is known so forgiveness can begin or is it truly a matter of justice?
